Some people never like to wear their seat belt. If you are one of them just watch this video on youtube.com and see if it changes your mind.
Some people can be really sick, what the journalist said in the video was simply pathetic.

But for a crash like that, I am not sure if the seat belt can save the life.

Agreed, but at least you have a chance. Without the seat belt, in a situation like this you have absolutely no chance of surviving. First the driver got thrown out of the car at around 40 mph, then got run over by a couple of cars.
